While working as an assistant software trainer, I'm brainstorming ideas to connect employees with the trainers (me). Here's the trick--trainers of Excel, PowerPoint, Word, Sharepoint, and Dreamweaver can tend toward the "techie" or "presumptuous."
A way to avoid the lingo of the computer savvy world while teaching the not-so-techie, is to let the uninitiated teach themselves. After an intro class, I think mnost people have the skills to get their work done after they delve into a program a bit further. Now, all they need is a space to talk about all the ways they've adapted a program--the way they get their work done--within a particular company culture.
Sharepoint has a great wiki site template, but I'll dare to bet that Drupal has a great solution as well.
And let's check out Facebook to see what their app platform can contribute: a place to sign up for courses, a place to "play" an educational game, and a place to contribute questions as well as answers to questions (a pseudo-wiki).
And then, LinkedIn has a great app for connecting the traditional Outlook to LinkedIn contacts and all that juicy info about colleagues (Juicy, as in, very useful and business related--the focus of the LinkedIn community.)
